Five-year review of Te Hiringa Mahara is underway

Under the Act which established the Mental Health and Wellbeing Commission (Te Hiringa Mahara), there needs to be a review as soon as practicable after five years of the Act commencing to make sure we remain effective and our operations are fit for purpose. We welcome the independent review which is now underway.

A lot has changed since the recommendations in He Ara Oranga: Report of the Government Inquiry into Mental Health and Addiction released in 2018, which gave rise to Te Hiringa Mahara. The review is an opportunity to look at what is most needed for the future.

The review will consider:

  • how the Mental Health and Wellbeing Commission is operating
  • how effectively it is carrying out its role
  • whether it is well placed to meet New Zealand's long-term mental health and wellbeing needs.

The review is being led by the Ministry of Health and is expected to be completed by mid-2027. They are working with an external provider and independent expert panel.

During the review, stakeholder input will be sought and we encourage everyone with an interest in our work to take up any opportunities for input.

During the period in which the review is being undertaken, it is business as usual for Te Hiringa Mahara. We will continue to deliver on our 2026-27 Statement of Performance Expectations.

Find more information about the review, including the terms of reference for the independent expert panel, on the Ministry of Health website.
