In the attached document we describe the approach to using these two tools. Every year we will provide an assessment of progress by responsible agencies towards recommendations we have made. The first assessment is being published in December 2025.

Our previous population wellbeing assessment shows that Māori adults believe that te reo Māori is imporant in daily life, and over half of all New Zealanders agree te reo Māori should be taught in primary school.

In practice, that means although access to services is improving overall, it is not improving fast enough for young people, who continue to face rising psychological distress and persistent gaps in age-appropriate support.

In the 2026 assessment, we report there has been no improvement in any of the 22 measures we looked at, for people who interact with specialist mental health and addiction services, between 2018 and 2023.

There were some provisions we drew attention to in our submission. We said it is important that Te Hiringa Mahara acts independently, providing free and frank advice. This is protected in the new law.
