Mental health and addiction system performance monitoring report | 2025 downloads

Our first system performance monitoring report presents an approach to monitoring the mental health and addiction system. This report provides a shared view of what a good mental health and addiction system looks like through six key system shifts. We present monitoring findings against the shifts. This is released as part of our system leadership monitoring role.

The purpose of this report is to assess how the system is performing to improve mental health and wellbeing outcomes for tāngata whaiora and whānau. The report outlines six key system shifts that, taken together, would transform the mental health and addiction system to realise the vision set out in He Ara Oranga. All six shifts are grounded in the experience of people with living and lived experience of mental distress and addictions. The shifts call for a mental health and addiction system that:

  • Realise the potential of lived and living experience
  • Prioritisises effective services for tāngata whaiora with highest need
  • Provide effective primary prevention and early interventions
  • Ensures accessible and effective services
  • Upholds human rights-based practices
  • Supported by a workforce with the capability, competencies and capacity to meet needs now and in the future
